Really?

Montreal doesn't look to big in that angle but I think Vancouver skyline looks small in that shot.

Montréal is not a city of skyscrapers. The city is evolving, with what once were industrial and warehouse buildings being converted into office and studio spaces. No big office towers yet, mainly for that reason.

True. And we'll also see the Viger redevelopment (17-20fl), the Solano (19fl) and even the new hotel/apts on Rene-levesque (34fl).

i think that's because montreal doesn't have a lot of high-rise clusters outside of downtown like vancouver. why that is, i have no idea.

Since there is less space in Vancouver I think they had no choice to build more highrises. Montreal has more buildings over 100m but I think Vancouver has a lot more buildings between 50 and 100m so it gives the skyline a really dense look, which is great IMO.

Several NE cities have highrise suburbs. Toronto, Washington, New York, Boston. I guess if we're considering Montreal and Toronto as "NE", then we could also count Detroit in there as well.

Hmmm... Apart from NYC none of these cities have highrise suburbs.

And Toronto isn't really a NE city, neither is Detroit. These two are closer to the Midwest than the East Coast.
