What bothers me is not the homeless issue but rather state lawmakers thinking they should legislate what cities should do or not do. Denver has done much more than most cities (nationally) to address the problem but as the article points out the ones often creating problems for business owners, especially on the 16th Street Mall aren't seeking out services they can't get; rather they're just wanting to do as they wish without regard for others rights.

I could not agree with you more here. However, if you read the bill, all it does is allow the homeless person who is being "harassed" to have a civil cause of action. Pragmatically speaking, very little will come of this because a) the homeless person will have a very difficult time finding a lawyer to represent him or her (most non-profit groups such as Colorado Legal Services are so over worked that I doubt they will take on these cases) and b) even if they do find a lawyer, god luck fining a sympathetic jury who will award damages. IMO this bill is all fluff.
Also is stands somewhere around Zero chance of getting passed in the Senate.
