City of Vancouver is sticky about office space conversion in buildings over 50,000 sq ft, but that's primarily for residential conversion.

Maybe for a boutique-ish one.
The only office buildings I can think of are:
- Sophos Building - above Shoppers Drug Mart (former CIBC) across from Holt Renfrew.
- Office block on the SW corner of Howe & Dunsmuir
- Office block on the SW corner of Hornby & Robson (above Ferragamo)
- 1090 West Georgia (above Escada)
But all of those have small floorplates.
It would have been a good opportunity to have built up the podium of 1111West Georgia even taller than they are now.

I still think the best current opportunity downtown is at Vancouver Centre on the level above London Drugs where the ESL school was located (and theatres before that) if they redevelop it. i.e. for Uniqlo.
