Nine moths to prepare a detailed design and financing and then taking six months to evaluate and verify them is pretty standard.
The Confederation Line contracting had a similar timeline: Shortlist revealed in Oct. 21, 2011, detailed design and financing from teams on July 2012, winning proposal recommended to council on Dec. 2012. It also took over a year from the shortlist announcement.
