Opening in stages would be very problematic due to CBSA and USCBP requirements. With the exception if YYZ, there is no Canadian precedent for operating multiple small customs halls within the same terminal complex, the precedent is for a single large customs hall for maximum ops efficiency by the customs authority.
If transborder ops move over as you suggest, the CBSA must staff two separate customs halls. The temporary increase in staff requirements cannot be handled as most CBSA positions have several months of job specific training. Plus the union would not allow for temporary back fill of the extra positions as there are promotion and pay implications.
A second option to overcome the customs issues is to arrive aircraft at the old terminal and then depart from different terminal, this has huge efficiency implications for the airlines and is generally considered inefficient.
A third option to overcome both the customs and airlines ops issues is to bus pax from remote stands. This is both highly in efficient from pax perspective but also does not solve issues with customs hall capacity.
