Iceplex and Pointe West Autopark are both within the City of Winnipeg (even though they are outside of the Perimeter).

Getting off topic here, but to further add to that. If only all "rich" people were the character of Steve Chipman. The man is deeply involved with the United Way and spends most Sundays volunteering at a soup kitchen in Point Douglas.

Well, outside of Birchwood, the Chipman family has the benefit of having most of its downside risk underwritten by the taxpayers of this city and province. I'm a free-marketer to the core and I don't begrudge anybody's success, but most of what the Chipmans are doing is not reflective of a free market in the least.

I don't think anyone wishes any ill towards the Chipmans. They are a great success and have done a lot for the community. They have not done anything that could in any way be construed as offside or unethical at all. I just wish the province and the city weren't so inept when it comes to things like TNSE subsidies.

I think the new Birchwood Reconditioning Center is actually a kilometer or two west of the Pointe West auto park placing it outside the City of Winnipeg and in Headingley. It would be fairly easy to check if someone knew the exact location.

If you are driving west the City limit is roughly even to the road where the Flying J truck stop is located.

It's in Headingley. It was approved last year at Headingley council, if I remember correctly. They needed approval to keep all the cars on the lot...

I'm pretty sure we're all looking for ways to get richer any way that we can so long as it doesn't break the law (well, most of us anyway)
If the issue is that Chipman is using Headingley as a way to save money then good for him. If Headingley can offer a better deal then Headingley wins. Maybe the city can learn from Headingley. This is why competition is good.

It was probably that they had to build the gaming lounge, which they did with the Shark Club. But if somebody guaranteed me a $4MM net payout on an annual basis, I'd build a gaming lounge too. Except the province won't give me any VLTs and they certainly won't give me $4MM in perpetuity.

I agree, but there's a limit. Not everybody has either the fiscal or social capital to get to those levels. And I'm not saying there's anything wrong with that, but the idea that one can just work themselves into significant wealth is a very simplistic rendering of that possibility. Just like the idea that all wealthy people are smarter than the average person. There's a huge component of luck that plays into this equation that starts with who you were born to and how they managed their own affairs...

This is really the key here.

At the end of the day the Chipmans have smarter lawyers and accountants than the city and province.

Not to mention that Katz and Sellinger gave away the city to the Chipmans to boost their own egos and voter base. This is not the fault of the Chipman family.

As far as I can tell, no one is begrudging the Chipmans for their success. No one has a beef with them. The issue is why various levels of government made deals to continuously subsidize them.

Just putting it out there that the Chipman family has an extremely long history near the site that is currently the Pointe West Auto Park with their old family farm being on the other side of Portage. Locating the family business close to their traditional home is not surprising. Due to the limitations forced on the area by the airport and the Assinboine river area for commercial development inside Winnipeg on the western edge is extremely limited. It is likely this limitations rather than other business factors that lead to the new reconditioning center being located in Headingley.

My father bought a car from one of those dealerships in the fall. The car was wrapped up in a car cover and fenced off in the middle of the show room when we showed up in the morning and the entire dealership staff came out to unveil it....It was one of the coolest things ever.
