But the risk of tunneling is a different issue, separate (but related to) the on-time opening of the line.
Contractor took the risk of single-tunnel and may lose money building it even if the tunnel is completed as scheduled but over-budget.
If the tunnel is completed late (and over-budget), the contractor may also be whacked with late-completion fines because they are delaying other tasks that can only be done after tunneling is finished before completion of the project.
