Being a resident of East Crescent Heights, my fear is that afternoon rush cut through traffic will significantly increase through 1st and 2nd street. There are many young families putting their roots down here and such traffic I'd assume would drive them away. Additionally, I wonder how emergency services feels about this plan. For example, how could they effectively respond to a LRT situation when there are single narrow lanes in each direction clogged with traffic? Then again, tunnel does have its challenges too in an emergency.

They can drive on the LRT tracks. Free and clear of all traffic.
Dedicated transit lanes actually can increase response times, as emergency vehicles can use them.
