Saskatoon still has a height limit; however, the city is working on having it changed. I'd say good luck with that due-to-the-fact that much of the downtown lies in direct line with the VOR approach to Runway 33.
(Which is a non-precision approach.)
Yes, Capital Pointe will certainly dominate Regina's skyline from the southwest.
