An interesting question, and it depends. The inner ring suburbs of Philadelphia are built out and are very dense by suburban standards. So those would provide a net benefit and become part of the "city part of the city."
The hope would be that a new consolidated Philadelphia could enact smart policies that would limit inefficient development and infrastructure investment at the fringes of the metro area. We could establish an urban growth boundary like those utilized elsewhere. Basically we say no new development in western Chesco, Upper Bucks, or Northern Montco.
