Agreed that's a big part of the problem, but I think smaller-scaled neighborhoods will always be more welcome to the pedestrian. You can see it around the world (NYC, Toronto, all of Europe)...the liveliest/friendliest neighborhoods always tend to be smaller scaled than the ones filled with 50 story condo towers.
There's just something more human about them (plus they tend to allow for more light, and have less wind canyon effect), and I think that's what I love about the direction East Village is going. I don't want to see massive towers there.
