Although likely just a render, I think that narrowing the street there will do almost as much for the public realm as the building itself. With City Hall's concrete back and that current wide pavement, it's simply a pretty ugly place to be in.
I think a slight concern might be potential ground borne noise due to the tracks under the building, although a cool feature. That could quickly turn a quiet, relaxing space into something people will fine highly irritating. Hopefully this has been considered.
