Not just contractors. A primary reason Loblaws now directly runs their GTH warehouse is that Canadian Logistics Services completely mismanaged the labour. They behaved as if they were doing Reginans a favour & they expected that simply paying OK wages (still lower than going rate) would be enough. For example, they initially refused to consider how their employees would get to the GTH - they insisted that this was the employees' issue, not theirs. In a normal labour market, yes... but when you're fighting for even low-skill labour (let alone the skidsteer drivers they needed), you need to make yourself desirable.
Even once CLS caved & started running the white school bus shuttles, I heard many stories of CLS employees being dismissed for arriving late for their shifts... despite the fact the CLS bus was off-schedule & arrived late. Other ridiculous dismissal stories abound.
Making things even more bizarre, some of these folks would show up at CLS "job fairs" (which they ran every month or so at the provinical government job office, because turnover was huge) &
get rehired. Left hand didn't know what the right was doing.
Loblaws eventually stepped in, terminated CLS' contract (for cause) & assumed all employment-related responsibilities (wages, union contracts, etc).
