3. Hotel Site
3.1. Intent - It is desired that the hotel site offer the greatest overall value to the hotel
Proposer and Stakeholders, be as close to the Convention Center as possible, be
sensitive to cultural and historical assets nearby, and minimize the impact on the Salt
Palace’s rooftop solar panels. In preparing a response to this RFP, Proposers are
encouraged to consider all potential HQ Hotel sites, both publically owned and
privately owned, and the impact each site will have on the Proposer’s proforma. The
Act requires that the HQ Hotel be located within 1,000 feet of the Salt Palace
Convention Center. A map illustrating the generalized 1,000-foot buffer is presented
in Exhibit G. Once the Proposer has been selected by the Stakeholders, it will be the
Proposer’s sole responsibility to negotiate with the landowner(s) for the acquisition of a
hotel development site that is acceptable to the Stakeholders. The County will issue a
letter of endorsement only after a hotel site has been secured.
3.2. Parking – The site must accommodate the parking needs for the HQ Hotel. The
Stakeholders may consider proposed creative parking solutions if the project’s
financial viability is dependent on such a solution. Depending upon the results of a
parking management study currently underway at the City, it may be desirable to the
Stakeholders for the site to accommodate other nearby parking needs beyond the
hotel itself.

3.5. Adherence to established protocols - When developing the project budget and
timeline, please note that as part of the project review and approval process the City
will require compliance with demolition and zoning regulations, and may require site
and infrastructure improvements as a condition for issuing permits.
