It's funny how you come to that assumption just because of one development. The answer: they aren't prevailent. Maybe they were once, as with all major cities, but only a handful of old commie block highrises have them. The only reason Guardian has a large parking podium is because the underground portion of the parkade was built along with the Arriva complex, then the 2nd and 3rd phases of Arriva were cancelled. The Guardians are both taller and more dense than the cancelled Arriva phases, so more parking had to be added. It's really not soul sucking, the design of the podium will fit well into the neighbourhood (mostly historic warehouse/factory buildings converted to new uses) and there are a good half-dozen retail bays on the ground level. So it's not all bad. The design also helps mask the fact that it's a parking podium, or at least it will mask it
On another note about the Guardians, it's really great to see that they have started construction of the South tower months ahead of schedule. The development will add another 1000+ residents to the Victoria Park/Stampede area.
