I know of at least one rental complex in Ottawa that has visitor parking but rents it to visitors (pay and display type deal)
As for the number of visitor spots it really depends on the context of the building and a few details of the building. For instance does the building have some sort of party room. If so a rental of that can use up 15 spots easily.
In the case of this building being on Rideau, there is a ton of parking options around there particularly on weekends and evenings when things would probably be busiest.
The other big user of visitor parking is when people are having renos done. Fortunately that doesn't overlap with party-time (evenings and weekends much) but that is also a big user.
