Couldn't they upgrade the existing 1E/Victoria Avenue to a freeway? Although building a 3 or 4-level interchange at the Ring Road would be difficult.

Have you driven that section of the Highway? Due to short sighted urban planning, that part of the #1 turned into a street with stop lights at every intersection. It was a nightmare for truckers.
Believe me this is the best way to fix it.

That will be address in the future. The planning of the interchage at Highway 11 north includes a highway to the SE.

I don't see what good it will it accomplish being so far away from the built up area. Don't see how it would be useful.

It is designed so that Transport traffic does not have to navigate through stop lights and hold up communter traffic heading into the city. Will you not be travelling through this area as you head to Alberta? You will quickly find out what a gong show the east entrance to Regina is.

One thing I appreciate about having grown up in Toronto is that I'm used to the worst overall traffic in the country. I think I can handle Regina's transport trucks, lol. I imagine it's a similar level as the 401 going through London.

I have no doubt that you can handle Regina's traffic issue. But this more for the smooth flow of goods than for improved commuting (although that will be a good byproduct).

Looking on Google Streetview, there still seems to have the ROW to do something on Victoria Ave. What about a couple SPUI and close some of the intersections (maybe overpasses with no ramps). It would be a pricy upgrade, but it might still be more cost effective than an entirely new bypass. I can see a new N-S in the west, but there's nothing south of TCH 1.

That is my thinking, although some expropriation would be necessary to recapture the lost right of way at two key interchanges. There are 7 signals in that section - 2 at the Ring Road interchange (needs major rebuilding, probably a complex multi-level interchange), at Glencairn Drive (overpass), Fleet Street/University Park Drive (diamond or SPUI), Coleman Crescent (close off due to creek), Prince of Wales Drive (Parclo-AB2, all ramps on E side) and Quance Gate (close off or overpass).

A fairly large number of residential properties would need to be removed around the Ring Road interchange to allow for the directional ramps in the W->S (TCH), N->E (TCH), S->E (from 11N) and W->N (to 11N) movements. Movements towards or coming from downtown probably can maintain the traffic signals. Regardless, that interchange would be an expensive one. Looks like there's a wide ROW at the interchange as well. Victoria Avenue definitely would be an arterial street west of Ring Road, it makes you wonder if there's enough room to convert it to a parclo with a W-> S flyover for TCH 1?

How much traffic is there in the SB->EB movement (from 11 to 1E)? That would be the only possible loop ramp (with separated lanes) to avoid a traffic signal for that flow. EB->NB is okay with a traffic signal since it is coming off an arterial.

Another challenge is weaving with Arcola Avenue/Highway 33. The best way to minimize such is to have both of the TCH exits on the left (essentially Ring Road exits itself), with concrete walls blocking (think Moodie Drive/Highway 416 to 417 in Ottawa). Arcola would remain a diamond and still have access to Victoria Avenue West (to downtown) and Highway 11. Access between 1E and Arcola would be via Victoria (the arterial portion), University Park or Prince of Wales.

what new freeways are scheduled to open this year? Ontario will open a single one from my understanding, the 404 extension in August. (there are quite a few scheduled for 2015, but the 404 is the only one this year) are there any other Quebec openings? A-35 or some parts of A-85? those have to be getting close.

This is a map showing many opening dates for the A85.

If you can read French, the red rectangle is sayin that between 2013 and 2015, many stretches will be done.

Oh! how could I forget, the 406 extension should be finishing up this year as well if it hasn't already. Its finally twinning the only single carriageway and at grade portion of the 400 series network.. (The naming was more political than anything, its rather silly really)
