That is my thinking, although some expropriation would be necessary to recapture the lost right of way at two key interchanges. There are 7 signals in that section - 2 at the Ring Road interchange (needs major rebuilding, probably a complex multi-level interchange), at Glencairn Drive (overpass), Fleet Street/University Park Drive (diamond or SPUI), Coleman Crescent (close off due to creek), Prince of Wales Drive (Parclo-AB2, all ramps on E side) and Quance Gate (close off or overpass).
A fairly large number of residential properties would need to be removed around the Ring Road interchange to allow for the directional ramps in the W->S (TCH), N->E (TCH), S->E (from 11N) and W->N (to 11N) movements. Movements towards or coming from downtown probably can maintain the traffic signals. Regardless, that interchange would be an expensive one. Surely would require at least 3 levels of ramps.
