I was at the sales centre last weekend picking my colours. According to the staff, Italia may be released for sale later this year and will be more similar to Soho Lisgar than Soho Champagne - in their words "Soho Champagne is to be the flagship Soho in Ottawa". What that translates to me - Soho Italia will have a cheaper price/sq ft than Soho Champagne.
Along the same lines as what TOExtpat was saying, instead of lowering prices at Soho Champagne and angering the early purchasers, they can introduce a similar but less expensive product (Soho Italia) in the same market while maintaining the prices at Champagne.
Plus it makes sense from a marketing stand point - Phase 2 at Soho Champagne will presumably be identical to Phase 1, so introducing that to the market is unlikely to bring in more or different buyers. But Soho Italia give the developer a chance to offer something new and hopefully attract more people.
As a buyer at Champagne, although I am disappointed the theatre, wine room, pool and saunas won't be ready immediately, it's not the worst thing in the world - those are most likely going to be the more expensive amenities to maintain. Since Phase 1 is the smaller of the two towers, meaning there's a smaller budget to maintain common elements, the condo fees would be much higher if those items were part of Phase 1 amenities. Plus, phase 1 amenities still include a hot tub, gym, 2 party rooms w/ kitchen, board room and BBQ area/terrace.

A number of amenities, namely the kitchen, the wine tasting room, the change rooms, steamrooms and saunas, the Soho Theater and the lap pool are all part of the Champagne Phase II.
One would hope that Mastercraft Starwood will focus on Phase II of Soho Champagne prior to moving on to the Soho Italia
