What's been left unsaid is the significance of the MMPT is that it's part of the
Dashboard Initiative, which is a selection of key projects that were choses to be expedited through the review/planning process with the follow-through being the current proposed 2014 reauthorization of the
Surface Transportation Act.
These two things are linked....It's why, despite what many think, it made perfect sense to give much of the federal funding for HSR to California rather than the NE, as that project was light-years ahead in terms of planning.
This seems to be their strategy: get a slew of projects in line, and try to funnel funding to them. The key here is whether or not it can make it through Congress.
