I wonder if ICBC is paying part?
Also, Mississauga (6th largest city in Canada) has an aggressive program to replace all street lights with LEDs. They are monitoring them centrally. When one breaks or needs adjusting they can send a crew. Currently, most cities send crews to drive around looking for burned out lights.

About the Project:
The City of Mississauga is undertaking a citywide Light Emitting Diode (LED) street lighting conversion project from November 2012 until December 2014. All street lights in Mississauga will be converted from the yellow-orange light of traditional High Pressure Sodium (HPS) to the more natural white LED lights.
The new LED street lights will significantly reduce maintenance costs and should result in a 55 per cent reduction in future energy consumption for the City. LED street lights will also increase safety, visibility and reduce light pollution in the sky.
