Yeah basically, except that 45 Bay has actually had a proposal and is also the site of a future major transit hub, so it has quite a leg up on the IOL site. None of us are expecting it to be built this cycle, except for maybe TallBob!
but we are expecting something to be proposed this cycle, I believe. The rumour was significantly strengthened by the insane price that Oxford paid for the site last year. Also, the fact that it wouldn't even require any major demolition, being a surface parking lot, makes it one of the best locations in the city for something amazing... and its visibility, fronting onto a park, could help make it an architectural icon.
