Well the city of High River (13 000 people) was almost destroyed by the floods. Much of the city is still not functional, and I think about half of the residents are housed in a temporary "city" inside Calgary city limits. Premier Redford has announced the development of a diversion chanel (similar to the Red River floodway in Winnipeg) around the city of High River. There are proposals for Calgary too, including a spillway under the city from the Glenmore Reservoir to the Bow River in the south of the city. Only the High River mitigation project is official so far though. In all, I think 110 000 people were evacuated in total, and every quadrant of the city was effected to some degree, so I'm sure something will be done eventually... but we first have to rebuild everything. The train bridge collapsing was of particular concern, because that could have been an environmental disaster right in the middle of the city, so I think the city should work on replacing or retrofitting all bridges to make sure they can withstand at least a 1 in 300 year flood.
