Well the idea is nice recent history has shown us repeatedly that having ground floor retail with a mall enterance and a sidewalk enterance does not work well in downtown Winnipeg. The most recent example is the Portage Place Shopper's who quickly learned that mistake first hand and closed off street level access permanently. Other have tried it before too like HMV. Also the concept of enterance from the mall and the street was the original vision for Portage Place.
I think there might be more potentinal if the Hargrave side of CityPlace was more cafes and resturants with patios on the street level, that could work well but would mean moving a bank, MLCC and walk-in clinic among others. Personally I think it might be a smart idea to close up all the MLCC stores within the SHED before it is an issue. Replace them when a store catering to the condo owners in the east Exchange and locate it there.
