This is somewhat of a rhetorical rant as I am aware of most of the reasons why Vancouver doesnt build taller. It feels like Burnaby is building towers that are more fitting in height and scale to a downtown enviroment then vancouver is. In my opinion.

That said I'm happy to see any pure office proposal on the table.
According to metrovancouver.org (a government website), by 2041 Metrotown is projected to have 12.5 million sq. ft of office space. Currently it's at 2.5 million sq ft. To give a picture of what that would look like, downtown Edmonton is at 11.3 million sq ft.

It seems probable that at some point, Metrotown will be home to the regions tallest office tower. It's a certainty that Metrotown will have the tallest residential tower as well.

The 2041 forecast population for the 0.8 sq miles that is Metrotown (I excluded Central Park from the area total) is 66 820. That's a population density of 83 525/sq mi. The West End, which is also 0.8 sq miles, has a population density of 56 548/sq mi. Hard to say if Metrotown will actually achieve those numbers, but it is definitely trending in that direction.
