IMAX theatre to get $3M makeover

A$3-million renovation will bring Edmonton's first IMAX theatre into the 21st century.

First opened July 1, 1984, the IMAX at Telus World of Science has shown more than 100 films over 75,000 screenings, just shy of six million tickets sold in its 29-year run. The revamped theatre will include a brand-new five-storey screen, floor, sound panels, upgraded seating and a fully digital IMAX projector, which will allow for 3-D screenings.

Since its first screening about the space shuttle program, Hail Columbia, the IMAX in Coronation Park has shown everything from larger-than-life Rolling Stones concerts to Everest, the top-grossing IMAX film to date. Rocky

Mountain Express played Monday, the last with the old 70mmsetup, before doors were closed for the renos. The theatre is scheduled to reopen on Dec. 26.

Edmonton-area housing market still strong

EDMONTON - Edmonton-region home prices showed a moderate upswing in August compared to a year ago, according to statistics released Wednesday by the Realtors Association of Edmonton.

“Our market continues to exhibit strong fundamentals,” said association president Darrell Cook. “Rental vacancy rates are low at about 1.2 per cent, new home starts are up and weekly take-home pay rates are the highest in Canada.”

The average single-family dwelling sold for $416,494 in August, up 1.5 per cent from July and up 5.4 per cent from August 2012. The median selling price for a single-family dwelling was $380,100, down 1.3 per cent from July but up 2.7 per cent year-over-year.

The condominium average selling price was $244,675, down 0.9 per cent from July and up 3.8 per cent from August 2012. The August median condo selling price was $230,000, up 2.2 per cent from July and up 3.8 per cent from a year earlier.

of Multi-Unit Project
Development
Regulations
Recommendation:
That the September 9, 2013, Sustainable
Development report CR_382, be
received for information.
Report Summary
This report outlines the approach
Administration will use to review how
Multi-Unit Project Developments are
regulated in the Zoning Bylaw.
Report
The purpose of this review is threefold:
1. To standardize requirements for
multi-unit project developments.
2. To assess the effectiveness of multiunit
project development regulations in
meeting the needs of a variety of
lifestyle options and demographic
groups.
3. To ensure multi-unit project
developments accommodate a broad
range of housing types, while providing
a viable alternative to fee-simple
housing.
The focus of the review will be on
ground-oriented residential multi-unit
project developments.
Current Situation
As defined in the Zoning Bylaw, “Multi-
Unit Project Developments” includes
“developments of three or more
Dwellings, Commercial or Industrial
uses developed on a Site that includes
common property, such as, but not
limited to, communal parking areas,
driveways, private roadways, amenity
areas, or maintenance areas that are
shared.”
There are two kinds of multi-unit project
developments:
1. Subdivided multi-unit project
developments, which include some land
that is privately owned, as well as some
land that is communally owned;
2. Unsubdivided multi-unit project
developments, which do not include
land that is privately owned; all land is
communal.
The issue with the current situation is
that there are more regulations that
apply to subdivided multi-unit project
developments than to unsubdivided
projects. In addition, land that is
subdivided in a multi-unit project
development is regulated in the same
manner as fee-simple lots, which
reduces the potential for creativity and
flexibility in site design.
Further, a majority of multi-unit project
developments are unable to meet
current Zoning Bylaw regulations,
resulting in the need for variances on
the development permit. The need for
variances introduces additional time,
cost and uncertainty to the development
permit review process, which in turn
creates a disincentive for this kind of
development.

Rationale for Review
A regulatory review will be conducted
with the following three objectives:
1. To standardize requirements for
multi-unit project developments.
This project seeks to add clarity to the
regulations that apply to multi-unit
project developments. Added clarity will
increase certainty on the part of both
development permit applicants and city
residents regarding the potential built
form of multi-unit project developments.
2. To assess the effectiveness of multiunit
project development regulations in
meeting the needs of a variety of
lifestyle options and demographic
groups.
This review will assess how regulations
can and should accommodate different
lifestyle choices and respond to
changes in the neighbourhood life cycle.
It will also address how to encourage
creativity and flexibility in site design.
3. To ensure multi-unit project
developments accommodate a broad
range of housing types, while providing
a viable alternative to fee-simple
housing.
This review will assess how multi-unit
project development regulations can
enable a broad range of housing
types. It will also examine the potential
advantages of multi-unit project
developments over standard fee-simple
development, and contribute to efficient
land use.
Next Steps
In collaboration with the City’s Office of
Public Engagement, an integrated public
and stakeholder engagement strategy
will be developed, and a Public
Involvement Plan will be prepared in
accordance with City Policy C513.
Administration will engage a diversity of
stakeholders to collaborate in
creating regulatory solutions to address
multi-unit project developments over the
coming months.
Administration will return to a City
Council Public Hearing with proposed
amendments to the Zoning Bylaw in
2014.

• Policy 4.4.1.1; Provide a broad and
varied housing choice, incorporating
housing for various demographic and
income groups in all neighbourhoods
• Policy 4.5.1.1; Work proactively and in
partnership with others to meet a wide
range of affordable housing needs in all
areas of the city
• Policy 5.1.1; Embrace high quality
urban design throughout Edmonton.
Designing New Neighbourhoods:
Guidelines for Edmonton’s Future
Residential Communities:
• Principle 2.1; Provide for and/or build
attractive and inviting streets, buildings,
parks and open spaces.
• Principle 3.1; Provide for a wide
variety and choice of housing within the
neighbourhood.

• Principle 3.2; Provide for affordable
housing opportunities.
Corporate Outcomes
The Way Ahead, City of Edmonton

Public Consultation
At the time of writing this report,
Administration had begun scheduling
and conducting focus group sessions
with stakeholder groups to chart the
direction of this project, and to inform
the scope and desired outcomes.
Stakeholders involved in this process
will include Edmonton Federation of
Community Leagues, Urban
Development Institute, Canadian Home
Builders’ Association, the Edmonton
Real Estate Board, the Infill
Development in Edmonton Association,
builders and architects, as well as
members of the general public.
Further public and stakeholder
consultation will be conducted as the
project proceeds.

Report Summary
This report provides a summary of
actions of Administration to
implement the West Rossdale Urban
Design Plan.
Previous Council/Committee Action
At the June 6, 2013, City Council
meeting, Mayor Mandel made the
following inquiry:
In 2004 Council approved plans for
West Rossdale redevelopment, but I
have yet to see any development
taking place.
I would like Administration to report
back on the status of the
development in West Rossdale and
why nothing has happened in the
last five and a half years.
Report
Council approved the West Rossdale
Urban Design Plan on August 29, 2011.
In preparing the Urban Design Plan,
Administration undertook considerable
time and effort in design, completing
related supporting studies (including a
detailed archeological assessment) and
conducting public consultation.
In December of 2011, City Council
approved $10.6 million (West Rossdale
Roadwork 12-66-1453) to redesign and
reconstruct Rossdale Road as per the
Urban Design Plan.
Implementation of the West Rossdale
Urban Design Plan has been dependent
on the required coordination of
numerous interrelated work including:
• previous and delayed projects
(EXPO 2017, the Provincial
Legislature Master Plan, and the
Mechanized River Valley Access)
• completion/advancement of several
concurrent and related major
projects (Walterdale Bridge, the
“Touch the Water” riverfront
promenade, and the Rossdale
Power Plant repurposing.)
While this work was/is underway,
Administration has continued to
advance implementation of the West
Rossdale Urban Design Plan through
the preparation of several preliminary
and detailed studies. Current activities
include:
West Rossdale Arterial Roadways and
Public Realm Improvements
This project includes: a utility review and
site servicing design concept; roadway
design modifications to accommodate
the approved landuse concept; and
design of the public realm (or
streetscaping) improvements for the
Urban Design Plan area. This project
started in fall 2012 and is currently in the
concept design phase. The preliminary
and detailed design phases are
scheduled to carry over from 2013 to fall
2014. The deliverables of this project
will be cost estimates complete with
tender ready construction plans.
With shifting priorities, $3.1 million
remains to complete the design and

construction drawings. The capital
required to fund construction would
need to be included in the 2015 capital
budget.
West Rossdale Development Parcel
Testing and Confirmation
This testing is required to confirm that
the individual lots and property lines
contemplated in the Urban Design Plan
continue to fit with roadway realignment
required as a result of the Arterial Roads
and Public Realm Improvement study.
This work will ensure that the individual
properties created or impacted by the
proposed roadwork continue to be
viable parcels that maintain their
maximum potential for development.
This work will be completed in the fall of
2013.
West Rossdale Parking and Mobility
Study
The impacts of land development on
parking and mobility in West Rossdale
and adjacent facilities/parks are being
examined in this study. The study
explores alternatives for reducing
impacts that will result from
implementation of the Urban Design
Plan. This work will be completed in
September of 2013.
River Crossing Initiative/EPCOR Re-
Purposing
Administration will be working with
stakeholders and the public to integrate
West Rossdale, EPCOR re-purposing,
and the River Crossing Initiative. This
initiative will be developed as part of the
initial stages of the EPCOR
redevelopment.
Review of the Proposed Canal
Redesign for the Area
A concept for integrating a canal within
West Rossdale to enhance the area’s
redevelopment potential is being
reviewed with several private interests.
Business Plan Update
Administration is updating the West
Rossdale Implementation Business Plan
to incorporate the findings of the above
work. The Business Plan will also
examine alternatives for expediting
development of West Rossdale through
a variety of governance, development
and financing models.
Next Steps
Administration will pursue the following
next steps:
• Implement the Business Plan
relative to the recommended
governance, development and
financial model. It is important
that external business expertise
is included in the revised
governance framework including
the possibility of establishing an
external body to direct
implementation of the plan.
• Complete the above noted
studies.
• Revise the West Rossdale
Business Plan to reflect current
economic conditions and impacts
of the above studies.
• Coordinate the upgrading /
development of West Rossdale
as per the above model.
Policy
The Way We Grow, Edmonton’s
Municipal Development Plan:
• Section 5.2.1.5: Undertake Urban
Design Plans to guide the
redevelopment of prominent sites,

corridors, entrance ways, older
commercial areas and character
areas and integration of historic
sites.

Public Consultation
Extensive public consultation has

Realm Improvements is beginning in
early September with a public open
house scheduled for
September 10, 2013. Information
sharing and consultation with the
Aboriginal comunity will be undertaken
in the public engagement process.

Ah, could be a parking lot for many years to come, unless they get around the capital gains on that site. I seem to recall they had issues in Calgary years ago when a bunch of lots they bought exploded in value.
