Tygr,

Spanish Fork foot the bill for Costco's lot improvements because of the ground. Spanish Fork also incentivized Costco by offering them their first 18 months of Utilities for Free, as well as a 2-3 year break on Property taxes. I'm not exactly sure of all the details, but I'm wondering if something like this could happen for Wal-mart as well? If so, that makes building a new Wal-mart a more attractive solution. . . I'm mostly thinking out loud. . . but I would doubt that the GM of Wal-mart in Springville will know too much about incentives tossed about to get a store in Spanish Fork. For the record, I think a Super Target would be a much better get for Spanish Fork
