That might be the case right now, but the number of people per household in Panorama will decrease over time as the neighbourhood ages. Ten years from now, another large clump of beige stucco and siding covered houses will show up somewhere else, and will be the fastest growing community. Soon Panorama will have developed all of their land then the population will start its downward trend unlike the Beltline which will continue to increase.

The Beltline may have been #19 in the list of increases, but let's compare apples to oranges. You need to compare neighbourhoods that have completed their initial development cycle, then tell us who's #1.
