Edmonton councillors push back against Civic Precinct plans

EDMONTON - City councillors gave a rough ride Tuesday to a $50-million plan to turn Churchill Square and surrounding spaces into Edmonton’s Civic Precinct.

They’re concerned about the cost, when the city spent $12 million to pave and redesign the square for Edmonton’s 2004 centennial, and worry the proposed master plan to create a year-round, pedestrian-friendly place won’t leave enough space for festivals.

“Nine years ago, we built a square that was supposed to do everything that we have in front of us,” Coun. Karen Leibovici said.

“Now we’re just saying, ‘You know, that didn’t work. Now we’re thinking maybe if we spent $50 million, that will work.’ ”

^ yes.. there's just so many markets in the area now... Highlands and Beverly are gaining steam... Alberta Ave just wasn't getting the traction they were looking for. Oh well.. it was a good try, can't win 'em all...

'I joined this forum as I felt the need to shed some light on the glazing process. On this particular project the glazing tender package went out to local, national and international tender. The local companies were beat out by the Chinese company by a substantial amount, hence the CBSA investigation on dumping and subsidizing ( makes for good reading http://www.cbsa-asfc.gc.ca/media/ant...03-04-eng.html ). The glazing package was over $6m to $7m with the Chinese coming in over $1m to $2mil lower. The developer took advantage of the savings, maybe not realizing the logistics, maybe not realizing the lack of local management. Not sure the reasons so don't quote me on that.
Typically the standard for glazing to be installed is 6-7 floors behind the concrete pour, right now the owner is faced with a major delay which could result in class action suit to the developer similar to the Georgia Hotel in Vancouver (again, makes for good reading , http://www.harpergrey.com/news/2012/...georgia-condo/ ) This may be the norm with offshore supply.
Oh, by the way $1m savings buys allot of warranty compounded by the possibility of the glazing contractor being back charged for delaying the project if it is their fault, I'm am sure the Owner is laughing all the way to the bank. Strata may have a problem with replacement glass though.
Oh your comment about the blood sweat and lives, typical wage in China is $200 a month, what about the 50 people in Canada that lost their jobs when the fabrication for the frames were don in China? Food for thought. My 2 cents worth'

Although I do like the proposed changes to Churchill Square, I just can't seem to understand how planting additional greenery costs $50 million (although the renderings make it seem like the majority of paved surfaces are being replaced, which would increases the costs significantly).

Don't get me wrong, I would love to see this plan move forward, but there has to be a way to cut down on costs somehow.

I have to agree with others and to wait until the Library is redone, the arena opens and the RAM is complete to re-assess what, if anything, we need to do.

Wouldn't look good spending $50 million on redoing Churchill Square when the city is crying poverty over a $55 million shortfall for the arena. At least that's how Joe Trucknuts will look at it.

So it sounds like the City is keeping this one quiet til they see if it works out or not, but a little birdie told me the City will be installing a test segment of green track along the existing south LRT line some time in the next month or two. If it works out as planned, there's a strong potential we'll be seeing green track along with SE-W LRT and potential retrofits along parts of the existing line.

The city's transportation committee recommended Wednesday going ahead with a $32.2-million bridge over Groat Road after hearing proposed cost-cutting moves would actually boost the price.

The new 102nd Avenue span was expected to cost $7.4 million when it was proposed in 2001, but Edmonton's raging construction inflation rate over the last dozen years has pushed that figure to $20.7 million...

The road to hell, they say, is paved with good intentions.

No wonder, then, that Churchill Square seems to be the most damned public space in Edmonton. It has been paved with more good intentions than Hades itself.

In 2004, the city unveiled a new and improved Churchill Square, redesigned to celebrate Edmonton's centennial. The budget for the square project was $12.6 million. Of that, the city contributed $4.2 million, the province kicked in $4.2 million, with $1 million from Ottawa. The rest of the money was raised by community volunteers...
