The reason why is that Huntsville's traffic is predominantly government and tech traffic. Obviously, a sizeable portion of the traffic is typically tourism and travel traffic, but the number of gov/tech traffic is high enough that the airlines can make a safe bet that those entities will pay to fly their employees no matter the cost for the simple fact that those people HAVE to get where they're going.
Basically, the airlines know the traffic will be there, they just have to set the price.
ALTHOUGH, oddly enough, Huntsville has always been pretty cheap for me to fly out of. Out of the many flights I've taken, I've flown out of HSV about 80-85% of the time. A number of my flights out of HSV have actually been cheaper than comparable flights out of other airports; although, it should be noted that none of those flights (save for one AirTran flight) were on a low cost carrier.
