It's an odd thing perhaps, but strong economic growth doesn't necessarily translate into enrollment growth - in fact, the opposite occurs as it becomes easier for those without post-secondary education to get high (or decent) paying jobs. University enrollments typically go up during a recession.

Having said that, improving both the physical infrastructure on campus (like the College Ave. campus revitalization) and the life on campus (such as the two new residence towers planned on the main campus) will help to make the school more attractive to students.

My guess is that the apartment availability situation is hitting the uni a bit. The stupidest decision the city could have made was to allow the conversion of the apartments just across Wascana parkway to condos. That was a huge hit to uni housing stock.

Thugs should improve a little with the soon-to-begin dorm projects, but I think the uni area could still use a couple large apartment complexes to replace those lost a few years ago.

It would be awesome if someone did something with the old Traveller's Building property. That would be a great place for some sort of entertainment venue or hotel. Does anyone know who owns it?

I don't think selling off those units as condos would make a big difference. Many investors purchased those units as revenue properties. I also know a lot of families who bought units specifically for their kids to live in while attending school.

Oh god. There are people trying to petition the government for rent control. If they even slightly succeed we would see no new appartement buildings or massive condo conversions.

...part of implementing rent control would mean that the government would have to start contributing to housing (low income and otherwise) which would help boos a little bit of construction. If you really want to see a stall in apartment construction, let the rental situation continue going in the direction it is. I pay $1050 for a run-down apartment in a 40 year old building. I am currently hunting for a rental in Toronto (where my job is taking me) and I can get something much newer in Toronto for a similar price. I currently work in a restaurant downtown and a conversation that I keep hearing again and again is between people who have recently moved to Regina and are soon to be leaving due to the high cost of living here.
Not trying to stir the pot, I am simply suggesting that rent control is not a bad thing, especially for the middle class. I do agree, however, that rent control on its own would be potentially damaging for apartment construction. It would need to be combined with incentives for investors to build here, which other provinces have done in the past.

Rent control would be the worst policy that the province could implement. As study after study has shown, rent controls decrease the incentives to invest in rental property. Less supply in rental property leads to greater demand per available unit and in turn, higher rents per unit.

The Regina housing market is responding to the housing shortage by seeing enormous increases in housing starts, with 2012 seeing more housing starts than we've seen since the mid 70's.

Well this makes no sense to me. So what if it’s the University of “Saskatchewan”. So that means that students in the Southern half of province deserve less. That’s like saying Regina deserves more Gov’t funding than Saskatoon because it’s the provincial capital.

This type of design is infinitely better than most of the condo's going up in the city, a lot of which a large rectangle stucco buildings with zero character or aesthetic appeal. This one at least has some variety to and and using more modern and interesting materials than stucco.

"Official" University huh?

It's just that simply there are two tiers of universities across Canada: Doctoral schools and everyone else. Doctorals always have an 'air' about them that they're better than the primarily undergraduate universities, stemming from the fact that they're graduating Doctors, Lawyers and Politicians (see: people with money who regularly give charitable donations to their alma mater) More funds means a bigger university, and bigger universities get the bulk of the research dollars, leading to more attention to the campus. It's about as simple as that. Most provinces can only support one doctoral school due to population, so if that's what you mean by "official university" then OK. That theory doesn't really work in Ontario though where they have three doctoral schools (U of T, Queens and McMaster). Four if you include Western Ontario.

There's a group of schools that are classified as "Comprehensives" that include substantial MBA and other graduate programs and have a large research facility, who are basically bridging the gap between being a Doctoral school while not having a doctoral program. The U of R falls into that category.

In the most recent QS university rankings the UofS came at 393rd spot which is pathetic. I would much rather see money directed to maintain at least one quality institution than directed at two substandard schools. Yes, the people in the south of the province deserve access to a quality university education - so do the people in central and northern areas.
