That is a LARGE annexation. 8 miles south of the City of the west side!

There is nothing good about this. Sprawling development costs more than what it brings in. Annexing 15,600 acres of land and the department responsible is called "sustainable development" Really?

A large portion of this will be Industrial...Industrial growth is not sprawl. You can't expect some sort of pipe coating operation or 500,000 square foot distribution center to build some infill facility do you?

further, there is VERY little industrial land availible in the city that is easily serviced. The only remaining areas (NE corner and Maple Ridge) require massive upfront costs...hence why these areas are under utilized currently.

If surrounding countys control this industrial growth it will be done as cheap as possible to provide an affordable alternative to developing in the city. The result is the region does not collect what it should when it comes to it's industrial tax base.

A bit more....Industrial zones within surrounding counties have played a big role in creating the leapfrog type of industrial growth we have in this city. Eliminating cheap options a few KM's away will help ensure that the more central industrial areas develop sooner.

^No...it will not be Port Alberta land. I think this concept is out the door. It will be mostly business employment lands. It'll be interesting to see how this goes and what 'concessions' are made. I don't know if they'll get all of the lands they are asking for...but we'll see I guess.

They are exempt for the Feds but ERAA pays property tax, check their annual report. There will likely be some revenue sharing between the City, County of Leduc and City of Leduc as there is an impact on the surrounding municipalities, and currently the county and City of Leduc share the property taxes received from ERAA.

Not exactly. The justification set out in the notice of intent http://www.edmonton.ca/city_government/documents/Southwest_Lands_Notice_of_Annexation.pdf basically says the city needs land in order to continue status quo suburban development for the next 35 years. Industrial land will not be adjacent to the city's existing boundary - so in order to justify, they are essentially pitchin business as usual.
The city applies the same millrate for the entire city. they have to. Therefore, suburban development is subsidized. If you want to live in the burbs, you should pay your fair share. Edge cities like st albert have higher property taxes for that very reason.
so much for regional cooperation. my prediction is this will be a long drawn out ugly process and the municipal government board will give the city maybe 30% of what they are asking for and not the airport. the same thing happened in 1980 - the city wanted all of strathcona county, parkland, sturgeon, and leduc county. all the city got was what we have now, which included the chunk in the NE.
The messy thing about annexation is how much the city is going to have to pay the county for loss of (potential) tax revenue. And it is not just based on empty farmland. so don't just think the city is going to get a cash injection just by annexing land from the county. courts have said that counties have just as much right to exist as cities and just as much right to allow development as cities and collect taxes from that development. so, yes the city can annex. but it is going to cost them. a lot, and for a long time.

The City of Edmonton is negotiating with Leduc County to annex 15,600 hectares of land south of the city, including the international airport.

Mayor Stephen Mandel made the announcement Tuesday after city council voted 11-1 in favour. Coun. Linda Sloan was opposed and Coun. Karen Leibovici absent.

The additional land will support 30 to 35 more years of growth, both residential and industrial, with a large industrial area surrounding the airport, Mandel said...

Due to the pilts issue, the city can also trade that back to the county to get its way in the rest of annexation negoatiation. (or at least try to)
