was wondering if one of you engineering folks could perhaps enlighten me on the whether or not it is possible to move a hydro substation (like the one lily and pacific ave).

This one would be expensive to move as it is one of the 4 interconnect stations between the old Winnipeg Hydro grid and Manitoba Hydro's grid.

It receives 66KV from a Hydro Station in East Transcona via aerial towers to just north of Provencher Blvd @ Des Meurons where it changes to an underground / under the Red River service line.

There would also be all the lower voltage underground service cables that would require the roads to be ripped up and repaved as all the manholes and ducts are ripped out and rerouted to a new site.

Just found this which also may explain why you don't want to move a substation.

The new one being built on Burrows Ave had a budget of $28.6 million, the one on William Ave (not yet built) west of HSC is is budged for $10 million and the new Martin Ave station (in Elmwood) soon to be under construction has a projected budget of $28.2 million

The station on Burrows is replacing two smaller obsolete ones (one located other end of the Burrows lot, the other behind Cropo Funeral home) , HSC is new and Martin is replacing the old substation next to the new one.

Great news, Pointe Hebert is finally becoming a reality! This is the area where Tache deadends. North St. Boiniface around the Whittier Park area. The first 13 of 33 lots are going up for sale this Spring. The 3 builders are Maric, KDR and Hearth. They are going to be tall skinny homes as they are 34 ft lots. fitst phase are facing the river

This area of St. Boniface is a very underutilized and underrated area of the city. The proximity to downtown, Provencher Blvd. is very appealing to me and I'm betting many other people as well. I believe that, if this development is done right, this could be the beginning of a huge catalyst of residential developments in that area. Should this occur, it's an area I would consider purchasing a home. Very happy this is occuring.

Speaking of streets, the Plessis Underpass is going to be getting started soon. Gonna lose this route for at least a year and a half, but it will be glorious once it's completed

I don't drive much in this part of the city, but times I have, Plessis is well-used. What is the impact of this going to be on traffic over that time?

On another note, a couple of University-related updates:

Construction of the 5th floor of the Wallace Building (vertical expansion) has finally been completed, and my research group is in the process of moving into our new space. There is a public open house on Monday March 18th from 2:30 - 4:30, if anyone is interested in seeing the new space, and learning about Arctic research.

From my new window, I can see that a tower crane is going up for the new Active Living Centre. Wonderful day for raising a tower crane...
(also have a nice view of the stadium).

I don't know a whole lot about home construction. Never owned a new home. Does KDR (or any other builder I guess) design homes and have a contractor build it? Or do they have their own carpenters and sub out the other work?

I use that route to get to work every morning and occasionaly on the way home. On the weekends, I'm probably using it at least three times. I think it's going to be a bit of a nightmare. Pandora and Regent are going to see a lot more traffic and I think it could add a good 10-15 minutes to my drive in the morning. What I don't understand is why there isn't a shoofly set up for traffic similar to what they did on Route 90 when the underpass was built at Wilkes. There are a bunch of utilities in the area and that may be one reason.

The timeline is the main issue. This projects needs to be complete by fall 2014. To meet that dreadline, no that's not a misprint, the closure was needed. Traffic staging, working around the shoofly, etc would cause too many delays.
