I would suspect that Money Mart is looking to add a cash-for-gold collateral type operation to the existing loan business...I've never seen one selling used couches and trombones.

This must be coming out of the bylaw changes in September which introduced Pawn Stores as a distinct category from minor/major Second Hand Stores

The Jasper Avenue Main Street Commercial Zone is a relatively small and exclusive area. For example, RF1 is throughout the City is while a discretionary use may work in one neighbourhood, it may not work in another. JAMSC is very specific, and Council, in its wisdom (or otherwise), has chosen to allow Pawn Stores as a discretionary use. Regardless if it is permitted or discretionary, it is allowed within the JAMSC zone. Which means, the owner has the right to that use. In order to take that "right" away, there needs to be a valid planning reason. NIMBY is not a valid planning reason.
It is even debatable that a money mart even meets the definition of a “pawn store.” If you look at the definition of pawn store versus Professional, Financial, and Office support, I would argue that money mart more accurately fits the definition of the latter. In that case, a DP would not even be required.
Don’t get me wrong, I don’t want to see a MM on Jasper Avenue any more than anybody else in this forum. Fact of the matter is, Council allows Pawn Stores, not money marts specifically, but Pawn Stores within that specific zone on Jasper Avenue. If approved, then that Money Mart can become Uncle Bens Pawn Emporium and nobody can challenge it.
A piece of advice, if you plan to appeal – do it based on the use (pawn store) and not the nature of this particular application (Money Mart). Don’t think of it as a money mart, think of it as a pawn shop. Because as long as the use pawn store is approved, it can turn into Faux King’s Pawn with no DP required.
You would even be better off challenging the DO's classification of the use. B/c if it is approved as Prof Financial Office, then it cannot become a pawn shop.

We saw the most impromptu (not legal) removal of the ventilation system from the adjacent falafel place that never opened last week. A crane just set up in the middle of 101 and some teenagers ran up on the roof, secured the hoists and and dropped it on to the back of a trailer pulled by a half-ton.

You never knew if you were going to get electrocuted or arrested. My Whyte Ave. rush hour/ lighting storm crane lift was epic.

I once pulled a 2000 tonne chiller that we'd cut in two through the ground level of a mall with a bobcat in the middle of the night. Good times.

North America's Largest Urban Parkland Receives $72.9-Million Investment


January 23, 2013

Mayor Stephen Mandel joined River Valley Alliance members and government representatives to announce $90-million in funding support in the capital region river valley.

The River Valley Alliance (with 7 member municipalities including the City of Edmonton), the Government of Alberta and the Government of Canada each committed $30-million to the capital project.

While Edmonton contributed $24.3-million, it will receive $72.9-million from the $90-million announced. The investment will be used for 5 initiatives to increase equitable access and connection opportunities for citizens and visitors enjoying the jewel of the city and the region.

“We’re so proud to showcase our river and river valley, the largest river valley park in North America,” said Mayor Stephen Mandel. “It provides incredible and enviable quality of life along with unique economic and social benefits to our citizens. We thank our government and funding partners as this investment will improve accessibility and create opportunities in Edmonton for generations.”

The capital projects are planned to be completed by 2016. The City of Edmonton will assemble project teams and engage widely with communities and user groups to look at alignment and access on the 5 approved initiatives.

Edmonton’s 5 Initiatives
Terwillegar Park Footbridge
This 280-metre long footbridge will link Terwillegar Park to the river terrace north of the river.
Estimated cost: $24.5-million
West End Trails
This initiative will add 5 km of primary (paved) and secondary (gravel) trails to the river valley main spine trail. The extensions include a link between the recently completed signature Fort Edmonton Bridge and a new proposed footbridge to Terwillegar Park.
Estimated cost: $3.5-million
East End Trails
This initiative will add 14 km of primary and secondary trails to Edmonton’s river valley. The new trails will link existing paths in Goldstick and Hermitage Parks. New trails east of Hermitage Park will link to the bridge at Anthony Henday Drive.
Estimated cost $8.5-million
Boat Launches and Docks
Three boat launches and 7 docks.
Estimated cost: $2-million
Mechanized River Valley Access and Touch the Water Promenade
Mechanized access from Jasper Avenue to Rossdale, connecting to the river valley trail system and the Touch the Water Promenade. The Promenade will create amenities which could include plazas, walkways and docks around the new Walterdale Bridge and areas adjacent to the EPCOR lands.
Estimated cost: $34.4-million
Edmonton’s 5 initiatives align with Council’s strategic vision and goals on improving connectedness, supporting healthy active lifestyles and maintaining interconnectivity of our natural environment.

As Edmonton continues to grow, we have to consider how new neighbourhoods are designed to encourage the development of innovative and unique communities. We also need to think about how our new and existing streets can better serve everyone.

The City of Edmonton is hosting meetings to obtain public input on 2 projects that will develop new planning guidelines: Complete Streets and Designing New Neighbourhoods. City staff will be available to share information and answer your questions.

Kinder Morgan expanding its Edmonton oil hub, again

EDMONTON - Less than a year after announcing an expansion to its Strathcona County tank storage capacity by 3.6 million barrels, U.S.-based Kinder Morgan Energy said its Kinder Morgan Canada Terminals division will add a further 1.2 million barrels of capacity to the site.

The firm said Wednesday it has entered into long-term contracts to support the construction of the additional 1.2 million barrels of merchant storage capacity at Trans Mountain pipeline’s Edmonton terminal. The tank farm is adjacent to the Suncor refinery and just east of Imperial’s refinery on Edmonton’s eastern outskirts. Construction is expected to start this spring with completion in late 2014.

The new tanks will be worth $112 million. This second phase of expansion comes with the initial phase well underway. That work will see 3.6 million barrels of storage capacity and is expected to be in service by late 2013.

Total capital investment for the combined 4.8 million barrel project is approximately $420 million, all supported by long-term contracts with major producers and refiners.
