Splitting hairs here, but CKCK's local programming is a
commitment noted in their Broadcast License - it is not a
condition of their License.
"
Additional commitment for CFQC-TV Saskatoon and CKCK-TV Regina
The Commission notes the licensee’s commitment to broadcast 7 hours of local programming per week, averaged over the broadcast year, on each station."
http://www.crtc.gc.ca/eng/archive/2011/2011-444.htm
Also worth noting that they are exceeding their committment - 3hrs/day x 5days = 15hrs/week (license only commits to 7 hours/week)
Global Regina's current license (CRTC 2011-445) does not reference a commitment to local programming, nor does the Shaw group license it is a part of.
Of course, the CRTC has said that they would impose local programming requirements as a condition of license, so if CTV & Global didn't commit to it, the CTRC would have compelled it (
CRTC 2009-406 Sec 48-50).
I think CTV broadcasting from downtown would add a lot to the "vibe" of Regina's downtown. Look to most other markets & you see downtown studios: CTV Winnipeg; CityTV Ottawa; CBC Ottawa; CBC Vancouver; CBC Toronto; CBC Saskatoon; CityTV Toronto; CTV Vancouver. Full studio would be great - but even a "storefront" like the Harvard stations in Century Plaza would be cool.
