Drove past Century Park yesterday evening, and it looks like one of the buildings (Northern most, I believe it was) is receiving foundation work. Anyone know what's going on there?

Lamphier: Vacant lots show gap in rules to encourage infill housing

EDMONTON — We live in a mature inner-city neighbourhood, a short drive from downtown.

Our leafy, tree-lined street ends at Ada Blvd., overlooking the river valley and Highlands golf course.

On summer nights, we sometimes drift off to sleep to the sound of the coyotes engaging in their usual midnight revelry.

It’s a great place to live, full of young families, empty nesters and retired seniors.

Yet despite the neighbourhood’s appeal, and the city’s steady population growth, two nearby houses have sat completely empty for at least the past 10 years. No one seems to know why.

One house looks ready to keel over. The grass is rarely cut, the rickety front porch appears set to fall off, and the back fence fell over long ago.

The second empty house has no porch steps. A grubby blanket is draped over the front windows, and scaffolding has been propped up against the south wall for years.

Ugly? You betcha. But what’s really perplexing is that it’s impossible to see who actually gains from this.

The absentee owners generate no rental income while their properties rot, and the city loses out on the potential tax revenues that could be generated from new infill development.

The residents on our street, meanwhile, get to stare at these eyesores every day, while grumbling about the negative impact on their own property values.

Our street isn’t unique, of course. There are derelict houses and empty lots sprinkled all over Edmonton, especially in inner-city neighbourhoods like ours.

Yet, despite all the righteous talk from politicians about the need to spur more density in North America’s least-dense metropolis, city hall puts no pressure on absentee owners to either sell or develop their properties.

Instead, these dormant urban dead zones are left unattended for years — or even decades — at a time. That has to change.

Agree 100% with this article. The city has done a very poor job of encouraging development in central areas, enforcing bylaws and forcing owners of derelict properties to do something about their lands. Love the idea of giving a tax break to nearby residents for supporting density. I think we might follow up with this and see where it goes.

^Encouraging infill and enforcing landowners to appropriately maintain their properties are two separate items. I think the the city needs to crack down on many property owners that don't appropriately maintain their properties.

^ They are two different issues but they are not exclusive of each other... derelict properties are more often than not rife with bylaw infractions, so the combined solution of enforcement and incentives is a very good idea.

In the eight years I have been in Parkdale, I have seen a lot of property owners hold out to the bitter end when it comes to forcing them to do something with their properties. It's only when life is made difficult for then by way of complaints, notices to comply and eventually fines does a for sale sign go up. Now, as the value of an average vacant, graded lot in AB Ave/ Parkdale area is again reaching the $130k mark, now is the time to put pressure on these land owners to deal with their properties. Redevelopment lots get snapped up in our area as fast as they are put on the market, as witnessed by the extremely high rate of infill over the past few years... yet derelict property owners will still sit on a piece of unused land, to the detriment of the neighborhood. Incentives for neighbors to accept a duplex or the like would be a great start in, as the article says, encouraging density, as right now, nothing brings out the torches and pitchforks like the suggestion of a duplex on a property, despite the proven benefits to the community.

With the way our tax system works, this would be uber complicated. Also, why should there be any incentive? People feel way too entitled to control over property that is not theirs. Next thing you know people will want compensation when I want to paint my house a different colour since it in theory may change their property value.

^ however our bylaws require a level of compliancy that is not being upheld, so why should people that have invested in the vicinity of these properties suffer because a landowner does not adequately maintain their property to the standards set out by the city ? I'm all for property rights... 100%.. but when someones' neglect impacts others, well there's an issue there.

As for the incentives... why not ? Can't be any harder to administrate the $84 levy I get on my taxes every year for the privilege of having brand new sidewalks, curbs, asphalt and light standards. Why not give people a reason to accept densification with a few bucks back in their pocket... lord knows the city wastes much more on plenty worse

The Economist is an English publication (so the problem would seem to be with respect to international profile rather than national profile.)

This city continues to be ignored in these type of polls and while some individuals may feel indifferent about it I believe it is a serious indication of how much work is needed to raise our national/international profile.

It is Ironic that I see a Visit Calgary ad for their zoo under my comment!

Not ironic...smart marketing and cheap to do it. Edmonton take note.

Maybe the Economist only looks at cities over 1 million. That would not include us. Unless they are using metro areas.

^I believe Edmonton was not even assessed...I believe Ottawa was also not considered...but not sure as I haven't read the report.

Likely they pick the largest 3-4 cities. Edmonton being a shy 5th.
