So apparently, its the city that is delaying development of Heritage Landing.

The developers still want to see the project through, however it could get delayed 'till next year

As with everything else, the truth likely lies somewhere in the middle of this story.

I am positive the city won't be helping to speed this project along (there is really no defending the permit system in this city), but I doubt the developer is being entirely forthcoming with other reasons for delays, including escalating costs that may make it cheaper to start this thing in the spring, versus starting fall/winter...

So lemme get this straight..you'd like the City to issue development permits to dig basements on underground hydro lines? Manitoba Hydro is responsible to relocate hydro lines, not the City.

It's easy to blame the city when construction is delayed, and they're not faultless, but when you dig a little deeper there's almost always more to the story.

Does the city not know where this stuff is? Thunder Bay sold land on top of a water system trunk line to build condos and didn't realize what they'd done until almost two years into the process. Do cities not keep maps of this stuff?

Since rising cost are a problem why don't they consider leasing the land from the city. Money would be saved by not putting money down to acquire the land. Therefore those dollar saved would go towards to building the apartment tower.

At any rate I would have liked they have built north of assiniboine ave and preserve and create more greenspace for those in residential complexes who have no yard to hang out and play...

Developers won't build on leased land. When Thunder Bay worked on the aforementioned condo project, owning the land outright was a condition of the developers, which is a Winnipeg firm.

Every building at The Forks is built on leased land. Portage Place too.

That is probably the same 66kv underground line that caused the River Ave CO_OP daycare problems when they wanted to buy land from the city on the South Side of the river. They were all set to buy and discovered the lines and had to walk away as they could not afford the cost to move them.

That's commercial / retail and is quite common.

I may be wrong but I don't know of any apartments that are built on leased land.

I'll modify my last comment, I just checked and it appears that the apartments behind Portage Place are on land leased from Forks/North Portage (I thought they had bought the land from FNP) . I could not find any other instances though.

Here is a copy of a 1969 Winnipeg Free Press article from the Miles Mac High School archives showing what was planned for the future in Winnipeg but has never happened.

the city has a map has all there stuff and anything done in the last 10yrs by the utilities in a cad file. they do have maps with the other stuff but the problem is some much of its abandond they don't honestly know whats what so never transcibed them to the new maps from what i can tell

Does anyone have any updates on 226 Osborne? It is literally 30 seconds from where I live, and I haven't seen any action yet. This will be a fine development if it goes through.

Do you have any idea what we'd be paying to maintain that crumbling infrastructure by now? If it existed, most of it would just have to be bulldozed. It would be the Disraeli Bridge x 100.

I remember when illustrations of the plans were in the paper back then (when I was very young). It was all quickly forgotten after the 60s ended and everyone came back to earth. At that time there was a lot of prosperity and governments were spending like there was no tomorrow. People thought it would go on forever and were constantly coming up with grand schemes like this. But it never goes on forever.

Thank god they never did any of this, take a look where half of it goes through. A the Forks would never have existed. My nice golf course would have a friggen bridge through it. Freeways through established neighborhoods. The only thing that was right was the inner ring road which they put land aside long ago, but they need to finish the friggen Perimeter first, I see even then they still liked traffic lights.

I think that for lease sign is destined to become a heritage object before the owner gets construction underway. It's a great site - not sure why they haven't been ready to take the plunge. Waiting for a commercial tenant maybe? The residential would surely do well.

Walked past Osborne and York today, where all three levels of government had signs up for a new bike path to be constructed on York, followed by a sign that said "coming to you in 2010". I just laughed, shook my head, and kept walking.

Thats almost as funny as the lone Green "Canada's Action Plan" sign I see on my drive into town from Steinbach (temporarily living there) on route 210. Its a bare field on the south side of 210 just as you approach St. Adolphe.

I have no idea what economic action was stimulated, but I'm sure the sign is registered in the purported national geospatial database of every green sign (all printed in the USA) issued.
