The timeline I saw in February of this year said August of 2013 is when they will start allowing stored value smart cards. They are already 9 months behind schedule so that date could easily move if they run into more technical issues.
They will implement smart cards system-wide for eco pass first, and then period passes(Fall or Winter for Eco, and next spring/summer for period passes). Depending on how the pass implementation goes they will then get to the actual benefit to the riders part: implementing stored value smart cards.
IMO this is going way too slow for something that was implemented over a decade ago in other cities, and for a project that was started way too late.
RTD is still recommending ticket books for casual riders which is the same thing I used in elementary school. That would be like expecting me to still use Windows 3.1 and Prodigy to get on the internet. Payment technology has changed dramatically in the past 20 years and RTD has done almost nothing to keep up.
