One difference is that the three existing lines have existing upstream activity centers (Chinook, Southcenter, U of C, Airport (via McKnight), Sunridge, Marborough, Peter Lougheed Center) where the NC line doesn't have any existing activity nodes to my knowledge beyond access to the airport.
This needs to be addressed before construction can begin.
