MSI funding is based on a formula, 48% population, 48% education tax assessment, 4% #of km of roads (might be provincial highways).
The program was originally designed to replace the promissed by Stelmach transfer of the education tax to the cities. After seeing how inequitable that would be for Edmonton compared to Calgary, plus the difficulty of giving up the revenue room permenantly irrespective of provincial revenues, MSI was created instead.
Easy to forget that Edmonton gets more gas tax money (
City Transportation Fund) than Calgary, even though it is smaller in population. You win some, you lose some.
