They have actually already started construction. They were shoring a few weeks ago.

I believe the brown is some type of paneling system like Alucobond or Proclad.

Interesting I swear I drove by there very recent and still looked like a deserted lot. And to be honest the more I look at the picture, the more I'm ok with it. I feel the end result will be nicer and definitely a little step up from what's been built around there.

Me too. There weren't too many places with 6x12 snooker tables. I essentially stopped playing when it closed down.
