Regarding the Vic east construction not being complete until October 2013. Agree with the project just not sure about the timelines? - vic east will be under construction for 2 yrs? yikes!

It looks like it will be a full reconstruction with new concrete bridges replacing the wood ones over Pilot Butte Creek along with intersection realignments and traffic signal upgrades. Utilities and drainage will most likely have to be updated/upgraded as well.

It is at least 1200 meters of roadway x 6 lanes plus turning bays and merging lanes. Everything considered it is a huge project.

What is the building going up at 11th and Albert? Is it a major development or just low rise?

They're talking about building a parkade at RGH again. This time I think they will actually do it. Interestingly (at least to me) it was the question of where to put a helicopter landing pad that led to this. Although, in addition to losing a large number of parking spaces during construction, I don't know where they plan to land the helicopters in the mean time? According to this article it will cost around $30 million to build a parkade and parking generates $3.5 million per year in the RQHR (it says they don't have specific numbers for RGH/Pasqua, but I'm thinking 99% of this comes from those two facilities...I believe parking is mostly free at Wascana and I can't see charging for parking in the rural facilities). Basically it would be paid for in under 10 years. They're also planning for staff shuttles between facilities (so if I work at Wascana and have a meeting at RGH I can just hop on the shuttle) and a park and ride system.

There is no way a 30 million parking garage will pay for itself. If it would, they could just have the private sector build it. You are forgetting the considerable operating costs of a parkade including 24/365 staffing, security, lighting, power, cleaning, repairs, depreciation, interest, etc. I am not sure if they would have pay grants in lieu of taxes to the City as a commercial part of the hopsital (this would be true for the Robins Donuts, for example). I suppose the land is "free". Also no more than 1/2 of the $3.5 million would be from RGH

Sorry, poor choice of words. What I meant is that construction costs would be basically covered.

Funny thing...

One of the recurring arguments I have often heard when talking about the proposed mulit-purpose facility/stadium is that there are other pressing needs...like a parkade at RGH...and this one came up multiple times...and it's funny how the province is knocking these things down one by one as the city proceeds with the planning on the MPF.

- Surgical Wait times
- large investment in road repair
- Children's Hospital
- Hospital Parking

I'm not sure if I am cynical enough to believe they are only dealing with these issues to be able to justify (a little better) putting $$$ into a stadium but the thought has obviously crossed my mind.

Sorry, not on topic but I found it interesting.

Arghhhh! I thought, as an eastender, we'd get 1 construction season without major construction totally bottlenecking the Eastend. Hopefully this doesn't affect my commute too much.

If the proposed road construction does get all approval, the Vic Ave work will make Arcola crazy busy again.

Its design meets the plan, however, for that area of downtown retail is not required at grade (as per the plan). The plan recognizes that the conditions for successful aren't uniform across the entire downtown - at this location it might be a bit of a struggle to have successful retail at this time.

That being said, it will still be designed to a high standard with plenty of entrances and transparent windows. Even though the main floor will be an office component it will still be engaging to the pedestrian. Although office uses aren't necessarily exciting they can still be active - think of a bank where there are tonnes of people going in and out.

That being said, this building is being designed to be flexible so that if the market changes for that area of the downtown, retail can easily be incorporated with some minor changes to the building. That's the way to design buildings nowadays as their uses are constantly changing.

This is true but if they are planning to basically have it as a central parkade for all facilities I imagine from staff alone it would generate some change. Do staff currently get free parking in the limited spots? And plus if they build it big enough you can charge up the a** for regular workers in the Downtown to use it also .

There is no free staff parking at RGH, Pasqua, or Wascana. In the article it says that wait times for staff parking at RGH can be up to 5 years but I know people who have been waiting longer than that and are still pretty far down on the list.

The only free on site parking that I know of at all is visitor parking at Wascana and that's quite limited.

I'm curious as to where the parking revenue goes. Even if RGH generates $1million/year it doesn't cost that much to maintain those surface lots and pay the attendants. There's one attendant for 15 or 16 hours a day (the 15th Ave lot is pay and display). I'm not sure how much they make but they can't be paying much more than $100,000 in wages for the year. Basically it's lighting and snow removal. Then there's the maintenance issues that come up every so often - repaving/holes, they repainted the lines last summer, things like that but things like that don't happen very often.

I know that the visitor parking in the main lot at RGH used to be so much an hour up to the daily max of $10 until the attendant left (10 or 1030 pm I believe) and then it was just $3 in the machine to get out. They were switching to a machine similar to those at the airport and Cornwall where you put your ticket in and it charges based on how long you've been there (still up to $10/day) except that you just paid as you left instead of inside. While they were in the midst of changing that there was an attendant there I believe until midnight. That lasted a little while and then stopped and for at least the past year the gates are just left open once the attendant leaves. I kinda think they were having issues with the machines (especially in the cold) and just gave up on them...It was actually when they were in the middle of making these changes that I started to wonder what they did with the money.
