Edmonton's line goes underground under Jasper Ave downtown.
The existing rail line present could easily be converted for LRT use in the future. The only issue with this is that you get a monolithic type of heavy rail set up outside of those designated rail lines. Calgary's LRT is bulky and imposing versus other LRT lines that mesh a bit better with the surrounding areas.
Nonetheless I would welcome LRT to Regina. 2 lines would not even be unrealistic to think, one going from downtown towards the University, while the other does a east-west jaunt along Victoria.
A lot of City's ripped up their rail lines, Regina mused about it quite a bit but going forward many Cities view this move as a mistake, its a simple way to introduce commuter rail or mass transit into the central city.
One question I do have if anybody has any idea if tunnels would even in fact be possible? I've always heard that Regina's soil is to soft and is the reason a lot of deep underground construction does not happen much?
