Regina building permits blow by half-a-billion-dollar mark

REGINA — It’s official. Regina has broken the half-a-billion-dollar mark for building permits for the first time in the city’s 108-year-old history.
As of Nov. 17, the City of Regina had issued $505,769,369 worth of building permits this year, far ahead of $391,773,072 in permits issued for the same period last year. The former record high of $458 million, set in 2009, was broken in October.
“It’s a financial benchmark for building activity in the city,’’ said Garry Wasyliw, building division manager for the city’s building standards branch, who predicted earlier this year the city would set another record and exceed the $500-million mark in 2011.
A permit issued to PCL Construction to construct a $3.9-million sales and service building for Bennett-Dunlop Ford Ltd. at 770 Broad St. helped push the permits over the $500-million mark.
That’s just one of a number of large building permits that have been issued this year, including the Hill Centre Tower III project by Harvard Developments, which was issued a building permit for $47.8 million — said to be the largest single permit ever issued by the city.
Other large permits include $25.8 million for a dormitory building at the RCMP Training Academy at 6101 Dewdney Ave., $16.1 million for a new school at 635 E Douglas Ave. in Douglas Park and $15.5 million for the new Arcola Community School at 2315 Abbott Rd.
This year continues the trend of consecutive record-setting years for building permits that began about 10 years ago.
Starting at $140 million in 2002, Regina set eight consecutive records for permits — $215 million in 2003, $218 million in 2004, $241 million in 2005, $276 million in 2006, $337 million in 2007, $342 million in 2008, and $458 million in 2009. The $426 million in permits issued in 2010 was the second-highest total on record.
