So move the restaurant somewhere until the parkade is built and then move it back? There's a flaw in that plan. Wagon Wheel needs to move to a permanent new location.

Paddlewheel. Isn't it being redone as part of the Bay's new restaurant initiative nationally? They've recently opened "Bannock" at the Bay Queen Street in Toronto, which I think is the prototype.

The blocks of Hargrave on both sides of Portage are already one of the least inviting areas in downtown Winnipeg.
The north side really has nothing going for it as the west side of the block consists of loading bays for APTN and the Air Canada building along with a parking lot. The east side is eaten up by a lifeless entrance to 4Play a couple of parking lots, the Norlyn Block and a few sketchy businesses in the Alabama block.
Even if Longboat put in some ground level retail space, I can't see ANYONE wanting to spend the high lease rates to be there.
In speaking with the GM they are moving the main entrance to Portage as part of their current renovations.
I'm going to give this a low probability of happening. Even if the units are cheap, not sure what the demand is to live next door to the Disraeli Freeway. I've been surprised before though...

When was the last time you were in Portage Place? There aren't many vacancies. Also, a mall isn't the place for this type of restaurant, which is a Winnipeg institution.

I walk through portage place almost daily. The second level of that mall is probably close to 50% vacant.
Is there any talk/rumour about a potential revitalization of the mall since people are coming back downtown for the Jets now?

50% vacant?.....seriously?.....that isnt true at all.
there is no question that the mall is not flourishing, and the quality of retailers is not comparable to suburban malls, but overall vacancy is slightly more than 10%.
