You are likely correct - but I don't believe that good urban design and the principles that go into making a great neighbourhood should be left up to the market. The market has created poor cities across North America for the past 60 years, it's clear that clear municipal policies are going to create great communities.
The idea that a neighbourhood can't be private and secure if you have pedestrians goes against every theory in planning. More people on the street equates to safer streets. (not saying this directly to you Stormer but instead to people who in fact believe this)
