3-4 years is a reasonable timeline for designing and building a new outdoor stadium. However, I believe you mean a completion date of 2015 or so (which is fine).
The Winnipeg stadium design is a model to strive for, however definitely not the financing arrangements. Let's just go straight to the provincial government from start to finish to get this done. I can't see any private businesses willing to spend significant amounts on a stadium they'll never get a profit from. And if we want to learn from Winnipeg, we should avoid complex financing deals involving other land developments.
If the Saskatchewan government is in better financial shape than the Manitoba government, then we should be able to do a nice replacement of Mosaic Stadium for around $300 million (factoring in inflation and those inevitable cost overruns).
