Central Park would be a horrible location. No one really uses that park; it's definitely not central to the city in terms of importance.
Victoria Park would be a good location... but I'm not sure where you'd put it to keep the park balanced. It would also be pretty busy there too as it has the Cenotaph as well as some statues (which is your same problem with City Hall).
I think if you want it to have a place of importance you are either going to have to go with City Hall or the new square/plaza... that would have really been a great place for it, but it would seem like a waste to people for them to have to dig up a part of it to lay down the plumbing.
Another decent spot could be in the middle of the Scarth Street pedway. Maybe where there are those raised curb-levels that have the planters on them.
I was listening to cbcradio today, and they were talking about the herons as well. They definitely want to try to refurbish the fountain to its original state. If they can't find the herons, they are in the process of trying to track down the original maker of them (they were made in Regina) to see if they can somehow obtain the plans so they could remake them.
