Based on it's proportions in relation to commerce place, I'd say a definite yes.

Here is a picture of commerce, which you see in the rendering above. You can also see Manulife #1 to the right (The tall blue one)

The podiums to the left are where this tower would be.

It would appear that this new tower would be quite a bit taller than manulife 1, but too hard to accurately tell.

EPCOR is nothing special tbh. It's a decent design but doesn't stand out, which is sad, considering it's height. It's just a glass box without any interesting shapes and thus does not/will not stand out like Manulife Place, Commerce Place, CN Tower, Scotia Plaza, Enbridge Tower, and now this. I have a feeling that what eventually happens in Edmonton's Arena District will be up to the standard of this new tower by AIMCo (?). I have a feeling this building (if built) will age very well.
