The new FRA runway is not yet in service. I think its next summer season when the runway is in full operation.
The new runway will be mainly for arrivals of narrowbody aircraft up to the 320 size.

IIRC the YOW-FRA slots are gifted by LH to AC for the service. LH got the opportunity to operate YYC-FRA in return (previously AC operate from YYC and LH from YVR under a longstanding gentlemen's agreement).
When the slots get released from the new runway capacity, Air Canada is looking to add a second daily YVR-FRA service to complement LH existing service (confirmed in Flyertalk discussions with an AC EVP).
There isn't the amount of traffic to justify YEG service to both LHR and FRA. Further services from YYC to FRA (2 daily), LHR (2 daily), and AMS have the Alberta TransAT market fully utilized. That said I think that YEG-LHR flight should switch to FRA and the LH YYC-FRA switch to MUC.
